The LSU Child Development Laboratory (CDL) was built in 1958 in what is now the School of Human Ecology. Much of the decor and equipment that was originally purchased in 1958 still served as equipment for the CDL. Because the program is supposed to serve as a model program for the rest of the state in educating young children, a need existed to upgrade existing facilities.

In march of 1999, Sharon Dixon, the development officer of the School of Human Ecology decided to gather a group of concerned parents grandparents, former preschool students, Human Ecology Alumni and staff to assist in raising money to upgrade the facilities. Sharon contacted Lance Bullock, former preschooler, and son of Ganelle Bullock, who had worked in the School of Human Ecology, and he graciously agreed to lead the group.

Ms. Dixon used her experiences working with the Friends of the LSU Textile & Costume Museum as a "model" for the Friends of the CDL creating by-laws for the organization and recruiting volunteers.
